Some of Relay's files exist and some do not — usually a config without its policy, or a repository set up by an older version that predates the accepted policy baseline.

Clears when

Setup is idempotent; re-running it repairs what is missing without touching what is not.

Commands

relayevals setup
relayevals next --format json

Every state, with its exit code, is listed in the documentation. An agent that reaches an unfamiliar state should run relayevals next --format json and follow the single action it returns.
