No Relay configuration exists here. This is the expected first state in a new repository — not an error, which is why the exit code is 0.

Setup writes the config, the policy, and a local signing identity.

relayevals setup
relayevals next --format json

Every state, with its exit code, is listed in the documentation. An agent that reaches an unfamiliar state should run relayevals next --format json and follow the single action it returns.
