A second session holds the repository lock. Two sessions measuring the same worktree would produce receipts for a tree that moved underneath them.

The other session finishes and releases the lock.

Every state, with its exit code, is listed in the documentation. An agent that reaches an unfamiliar state should run relayevals next --format json and follow the single action it returns.
