The repository is configured for a signing identity that is not in the data directory. Relay will not regenerate it silently: a new key would orphan every receipt the old one ever signed.

Clears when

Either the original data directory comes back, or a person decides to start a fresh identity here.

Every state, with its exit code, is listed in the documentation. An agent that reaches an unfamiliar state should run relayevals next --format json and follow the single action it returns.
